The only thing I don't get is Emma's maximal radius being stated 20 miles against 250 for Xavier.

Meh, it's a handbook.
A lot of the background detail was hack and slash though and focused too much on the Cuckoos, I'd like to see the last few paragraphs of Cyclops new bio to compare.

Xavier takes certain liberties with Scott earlier in this issue and at the end it's time for payback. Scott has two things in mind, firstly he wants to probe Xavier for any traces of Mr. Sinister and the second is basically payback and who better to do this then our beloved White Queen Emma Frost.

Now before you read on look up the definition of moot before making one grave assumption.
The ownage. As explained earlier Xavier took certain liberties with Scott and don't think Emma did not notice. In fact unknown to Xavier she was working away at his subconscious...Scott and Emma want to check for Sinister and teach him a lesson without hurting him. This is therefore not a fight it's a life long lesson but it is still PURE OWNAGE!!!
