If Psylocke telekinetically dismantled a mountain to its component atoms and then materialized this mountain in another location and completely intact then noone could argue that if Psylocke wanted to destroy that mountain, that she couldnt(She could just atomize it, dispersing its atoms) or that if she wanted to create a mountain that she couldnt.
Phoenix did that with a universe.

The Big Bang is how the Phoenix Force manifests at a universal level. The Big Bang is not the be all and end all of Phoenix. One of its avatars manipulated a reality at an atomic level in the palm of her hand, thereby demonstrating she was tapped into more power than was contained within that which she manipulated. Just ONE of its MANY avatars.
The Phoenix Force has the power to beat Imperiex, the Force has greater feats. That is reason enough to claim a win.
