New X-Force to kill Apocalypse

When a secret society resurrects the feared villain Apocalypse, Wolverine's brand new black-ops team is the only strong enough to take him down - by any means necessary.

Yeah. It's the origin Louise Simonson had intended for him from the start. He was never suppose to be the Scorpion King.
The Sinister being an adopted son kinda has a Batman/pedo vibe to it. I think I prefer him as an ancient Egyptian. Though the part about his being responsible for mutants and creating Atlantis is pretty sweet. Also the part where it says that he's a genetic anomaly caught between being an Eternal and a Deviant, having the traits of both but belonging to neither species. That's an interesting concept that should probably be incorporated into the mainstream Apocalypse.

I can't imagine with all the powerful beings in Marvel Earth that those guys are the only ones with the muscle to take Apocalypse down.

You have to understand, this is Wolverine's X-Force. It's even more secret than previous one. And if I'm not mistaken, he actually knew nothing about Apoc coming back, so it's just Marvel advertising.
