Who's at fault when students fail?

In the end too many factors are involved for the blame to be placed anywhere.

Some kids don't care.
Some parents don't encourage their children enough.
Some schools don't have the money they need.
Some teachers aren't very good at their jobs.

The list goes on.

At the simplest level it comes down to a child's desire to learn and a school's ability to make that possible.

It can be cultural (more focus is put on things other than education) or psychological (they just don't care).

Not neccessarily.

A good upbringing can make a kid want to learn but then again what we define as a good upbringing often comes when the child is from a well to do family who can afford to send them to a school that is well funded so statistics can be hard to interpert.

Also some children just don't care. There isn't always a clearly defined reason for it.
