IDK, For an event of that magnitude, I think is not wrong to include Captain America(whoever it might be). As Cap he should be in the front lines.

Bucky IS a continuity altering event! They messed continuity by bringing him back. Im sure he'll be involved in some way that doesnt affect the current Cap storyline. Afterall, there was a Cap in the ship that crashed and one must assume that sooner or later Bucky and this Cap must cross paths.
Avengers Annual in 1987 certainly contradicts events around Bucky. Avengers & The Silver Surfer challenge a powered-up Grandmaster, who had them all fighting Legions of The Dead in different dimensions. These included the likes of Captain Marvel, Drax, and Bucky who challenged Cap directly - "How's it going, Cap? Kill any partners lately?"
