as much as i'll miss Steve, what could they have done with him? have him somehow escape the negative zone prison and be a fugitive back on earth. after so many issues of that, then what. he would have had to eventually sign the registration and go against everything he believed in. because of civil war, there really wasn't much more they could do with Steve or am i probably missing something.

The very idea of bringing in Millar and having him shaking up things in a manner that would have repercussions all across the world, set it in stone that Anti-Reg would lose. Because if they didn't, everything would go back to the status quo. They made it clear before Civil War even kicked off that it would be one of the stories that didn't take us back to the status quo. Thus, everyone who was paying attention, knew Cap was fighting a losing cause from the start, and still he had more supporters probably. Because he's captain america.
