It's not a matter of looking hard enough, it's simply a matter of distinguishing these characters from an objective point of view. To the general audience, the difference between a 'Weapon' and a 'psychopath that likes to kill people' is particuarly thin. Even the premise that Jango is a cowboy for hire is only a remote flourish in an otherwise base character.

I really think there was excellent character development to distinguish Greivous, Fett, and Maul. I think that Maul could have been developed better and he really was just a tool. I was ver very very very very very disappointed that Greivous was destroyed so easily by Obi in the move. After watching CW, I was expecting a bad ass fight, not some robot pussy getting raped like there's no tomorrow.
