If I can recall right, a long time ago it was stated that Galactus = DS. A long time has passed since then and it has been depicted as Galactus > DS. This is how I see the Storm = PF.
Still Storm's potential < PF until proven otherwise.

Further development of the characters has shown that if there were to be a big bang PF will continue te exist and not Storm.
They are not equal. Nothing you have posted proves that Storm has the ability to be a PF level character. No possible power source has been given for to speculate that Storm's potential = PF. It does not matter what was said in the past, panel feats and panel statements are what hold in KMC.

Back when Claremont said Phoenix and Storm were equals, the Phoenix Force didn't exist. So saying Storm is equal to the Phoenix Force or Phoenix as she is today is categorically wrong.

Actually, in the Dark Phoenix Saga, Phoenix's potential was said to be second only to the Creator's. In other words, this blows what you say out of the water. Originally, it was a possession. It was then warped into some kind of PF cloning Jean's body, memories, soul, etc while Jean healed in the bay.

The interview excerpt basically said they are different, yet approx. equal in raw power.
Afterwards we see Ororo doing "so much more" with her Galactic core stunt. No hero sides Ororo and Jean(PF) could summon power like that with relative ease. You can see with continuity Claremont's vision for both women.
Jean peaks higher, yet they are approx EQUAL.
