Hood does not need to turn into the Demon for him to accesses the power. That a misconception. He has the power all the time, it when he needs more of it that the demon reveals it self.

i agree, but even if he gets the information, if he can adjust his fighting styles to suit different situations/enemies, then , that is very definition of "highly skilled" atleast.

I've added Alpha (Michael Sommers) and the "Mad Dog" to third tier for now. The latter actually managed to kill Batgirl, but imo it's more due to brutality than pure skill. As always their placement is subject to discussion and change.

Probably wasting my time asking this, but what reasons do you give for him not being second tier?

Where would Black Widow II, Yelena Belova go?

OR does the Black Widow entry include every Red Room operative whose carried the title?

Also, Agent Zero/Maverik to Second Tier.

Blade should be moved to 2nd tier master martial artist. He's a master of weapons and h2h styles.
