really who has blade taken out through skill that makes him second tier? Hell I be more willing to put Punisher to second tier then Blade, becuase Punisher actually has some feats vs skilled MA's.
actually your right agent zero should not be moved up. Most of his fights are with weapons, he yet to display straight h2h feat asside from wrecking sabre-tooth.

Look at the people in tier 3, a large amount of them have a significant skill edge over Blade. Shadowcat, Night Thrasher, Shatterstar, KGBeast, Bane, Azrael, Pyslock, Punisher, Black Knight? These are all people that have actual shown themselves to be incredibly skilled by proving themselves against other established MAs. You should be thankful Blade is even talked about on the same level as most of the people in tier 3, because the majority of them are a hell of a lot more skilled than he is.

Blade's skills are a joke compared to Nightcrawler or Shadowcat. Kitty's held her own against Silver Samurai in sword play, she'd pawn Blade.

You apparently seem to suffering from the delusion that everyone in tier 3 has to be the equal of each other, but that isn't the case. Some people - like Black Knight and Shadow Cat - in tier three are at the top of the bracket, nearing eligibility to tier 2, some people - like Onyx and Mockingbird - are closer to the bottom of the bracket and just outside of tier 4. Blade is in the middle of tier 3.
And since apparently you don't know any better, Kurt is a fantastic swordsman. He is a first rate swashbuckling rogue. Do some home work before you open your mouth?

There is plenty of room for skill differentials with in each tier. If you are having trouble imagining it, break up tier 3 in your head into three more tiers - A, B, C - and then maybe you will be able to picture it.
