Again, i think this move needs to be considered. I think Fisk should replace Red Skull or White Tiger.

Who has Red Skull beat in h2h to be placed in a higher tier than Fisk? Hell, Fisk beat him in pure h2h. Same question for White Tiger.

If anyone gunna be moved up to 2nd tier I say classic fisk

It depends you cant use Bullseyes throwing skill as a ranking for his martial art skill because his thrown skill is like a superpower and ten times better than his h2h. You cant use Black knights skill with a sword because his skill with a sword is much better than his h2h skill.

Howver characters like Captain America, Daredevil and Blade constantly use a weapon but mix it with martial skill. Eventhough they all show skill with their weapon of choice there is still a lot of weaponless martial art skill shown.

Even if you had a scan of a character using a weapon it could still be used as proof unless there is proof that there is a massive difference in skill level between his h2h and weapons skill. For example stabbing somebody with a knife would involve similar skill to trying to punch somebody except of course that the damage done would be worse. Also martial arts obvoulsy dont just involve punching and kicking it involves doding as well if that person was using a weapon but still showed good reflexes thats an indication of martail art skill...but of course will still need to take into account that weapons are used.

I think you might be exaggerating because you saw him do that with TM and Bulleyes and therefore forgetting everything else hes done.

Its usually a mixture, there was alot of h2h skills used when he fought Elektra, he did KO BW using an object though.

Well no when you said weapon ranking could or should be considered im not sure what you meant. Did you mean that if somebody is skilled with a sword they should have a high martial art ranking based on that, if so no. If its a mixture and the character still shows h2h skills than those showings can affect ranking.

why should he been second tier? what he done in terms of h2h that makes him a 2nd tier?

No it not. I think he a highly skilled MA which is why I have him in the tier that states highly skilled MA.
