DP not more skilled nor is he faster. He surpirzed wolverine with his speed. Wolverine underestimated BP what the hell don't you understand?
Understimating an oponets speed does not make you less skilled then they are it just makes you careless during the encounter.
also the first scanns wolverine came out on top and in the second scanns from black panther x-men cross over issue 8 the fight ends. There is no indecater that Black panther was more skilled at all.

With regard to skill though she's superior. I'm not voting on any of the Marvel proposed additions to top tier yet, but my vote goes to Elektra before it goes to Black Panther.
P.S. the Black Panther/X-Men crossover was utter tripe. Iceman was taken out by lasers? or something else incredibly below him... iirc.
Shrike IV would make a decent addition to the third tier, he gave Nightwing a couple of close fights and beat down Robin fairly easily. I think hes been trained by Shrike II and the League of Assasins too.
