I'd say that counts, especially if we're considering "ripple-energy" as being part of skill.
Vote for Strong Guy and Cage to at LEAST 4th tier. Moreso Strong Guy.
In regards to G.I.Joe, there are many threads with Snake-Eyes vs Daredevil, or Snake-Eyes vs Batman or whoever and most of the time, the majority says SE wins. Usually, easily at that without even posting any feats on panel. IF G.I.Joe is allowed here, someone should at least post feats of he characters. On panel.
If not, i dont think they should be allowed. Same goes for the Teenage Mutant Ninja Turtles. can we get a respect thread or some feats on panel? If not, i dont see reason to put them as high as they are or even on the list at all.

... Similarly "Stick moved down" is insufficient information to initiate a vote. 😬 To top tier - in which case someone will be knocked down, in which case who? Or second tier?

I think Stick is being credited or regarded so highly because of his pupils(DD and Elektra). Skill/MA wise, i dont see anything that says hes better than DD. Stick even told Matt that he was moving on and that he was on his own from now on. This was back in DD v1.
I'm vote against placing Warlock in uber.
I'm on the fence about moving Cage. He does show some skill every now and then, but I don't know if it's enough to move him up. Same with Jubilee.
And does any one else think we need to place a cap on how many proposed changes we can keep on that list at a time? It does seem to be getting pretty damn long.
But just in case no one is against adding another proposed change, I'd like to recommend moving Black Cat to at least 3rd tier.
