Wherever you put them, I think all three should be in the same tier.

Just on different levels within the tier - Carnage nearer the bottom, Venom in the middle, and Toxin at the very top.

Carnage used to be stronger than Venom, but Venom beat him about 3-4 times since the first time when Carnage whupped him.

If this is Brock Venom, then mid meta. Gargan barely deserves low meta. Carnage, midish. Toxin is mid meta, maybe high meta. I don't know him as well.
