Sorry to bring it up again, but the skill in using the power definitely makes a difference. For example, if you give an average guy and the Punisher the same type of gun, with the same ammo, who do you think would win in a gunfight? The Punisher, obviously, because he has more skill. Just like Odin had more skill with the Odinforce than King Thor did.
Invincible, Prime, Bizarro, Major Force. We have lots of straight bricks in low herald. If they're good enough at it, they deserve that status. Her overall power is less than, say, Cpt. Marvel but at one point she alluded to being stronger than he is. That alone puts her beyond guys like Britain and WM.

Even if he is capable of taking out the majority of the high meta tier, that doesn't necessarily put him in the low herald tier.

I don't think that Nimrod has done half of what Kang has done in time-manipulation feats whichever power-set he is intended to have.
Kang has pulled dinosaurs from the time stream and sent them back to their time which a gesture, he has built a machine that will resurrect him into one of his alternate-selves in case he is killed, he has been shown to send people to limbo where people get erased and become Space Phantoms if they stay long enough. Although those remain as relatively harmless in the comics, they have more dangerous implications.
As Rama-tut he has one-shotted the Thing and Wonderman, and we are not even starting with his tech and ships. But he has beastly time-manipulation feats with standard equipment.

Kang has access to time technology, he doesn't have the power per say. We can't jack up Mister Fantastic's status based on his technology. He is definitely among the top dogs in the high meta tier, but he's not low herald calibre in my mind.
