I've noticed that King Thor is in sub Skyfather. Shouldn't he be in skyfather level because its Thor with the power of Odin inside him. Am I correct? Please correct me if I'm wrong.

I agree.

Skyfather in status doesn't mean they get Skyfather placement in the tier list.

I wouldn't even say KT is the most powerful guy in that grouping.

King Thor theoretically had Odin's power, but he couldn't use it nearly as well. That's why he's not considered to be at true Skyfather level.

King Thor dealt with Surtur and Ymir didn't he?

No, he could barely fix the moon and then Odin himself arrived and explained that Thor wasn't using the Odinforce correctly, and gave him some demonstrations.
