1. Uses speed defensively(panel one of the first scan).
2. Never jumps off the Surf board.
3. Uses a tactic other than generic energy blast and punches(invisible vice mentioned in the first panel of the third scan)
4. Exploits obvious holes in his opponents defense(via destroying his life support systems).

Now there's still some PIS involved in the above fight because Surfer's only really using his speed to his advantage in the first panel, but if he'd used it throughout the battle and SS somehow managed to hit him via tactics or speed of his own, it'd be pretty much PIS free other than the talking when his opponent was helpless. Which reminds me...

5. Surfer DOESN'T start monologuing when he has his opponent almost beaten and give him a chance to come back for the win.

Actually if you have any clear insight as to the difference I'd love to hear it because the rules aren't very clear on it and it seems like no one can agree on it. It comes up from time to time here in the tiers thread and it does seem like it should be taken into consideration in how we rank them, so how do you see characters behaving in a fight when the rules stipulate that they're both "Bloodlusted" and "in character" with PIS off but CIS on?

Also... that was just the first example to come to mind when id asked for an example of Surfer meeting all the requirements(which seem like common sense to me). I know a lot about Surfer, but even I can't give you an exact rundown of every fight he's ever been in.
