I'd move Despero to High Herald. His appearances with the Flame of Pytar powerup were PC, weren't they? And V&V is probably his best showing, Post-Crisis. Even that reeked of PIS. I don't have the comic in front of me, but I think it was Power Girl and Hourman who were thrown to the ground by Despero and simply never got back up. And it was either Captain Marvel or Superman who was tugging on Despero's cape in one scan, and in the next, he simply wasn't there at all. It was just...a strange battle. And his durability definitely didn't seem trans-like or higher, which is consistent with all of his other appearances.
For Despero to HH.
And I don't know enough about ST to render a vote on him.

eh, against despero. if he did match konvikt one on one, that's pretty impressive, and keeps up his usual team wrecker status...

Despero happens to be a far more formidable telepath than Martian Manhunter, so versatility isn't as much of an issue.
Lex Luthor wrecks teams when he has prep, which is another matter entirely.

Not true at all, in either case. What's the most powerful incarnation of recent Hulk? WWH probably. Was he taking down Sentry easily while fending off multiple other heralds? No, he was stalemating someone in the mid herald category, which is where he is and where he belongs.
And we don't include prep. This has always been the case. Mentioning Luthor is plainly ridiculous. You're reaching to try and garner support, but just looking silly.

That's what I, personally, use to gauge the power of someone. When half or more of the given tier in question are capable of beating the character in question.
