NO He shouldn't. Orion, Martian Manhunter, Captain Atom, Hell even maxima and Gladiator have just as impressive showings. And Infinity man has better showings and yet Sentry gets to go in the Top? WTF.

He should never be able to beat Genis. That's not up for discussion.
