I would suggest:

Low street level: Obregon Kaine
Mid Meta level: Matua, Corrin
High Meta level: Shassa, Mercer Drake
Low Herald level: Gammid
Mid Herald Level: Evinlea
High Herald level: Qztr
Transcendent level: Solusandra, Appolyon

I don't know if I would put Qztr on High Herald level. The guy had some good appearances but then again we have kind of made BA and CM the bench marks on the list so you have to prove that Qztr is stronge rthan those two and I don't see it. Then again my crossgen knowledge is kind of obscure because it has been so long since I've read them
