And he knew that while being evaluated he needed to act normal. Actually, what I heard is that he was just very quiet and calm during the evaluations, pretty much giving them nothing. He knew his prior actions weren't enough for them to shut him down.
He was obviously difficult to pin down then.

The university did notice the signs.
But, I'm unable to find the article, I read that because he had not threatened anyone or threatened that he was goint to do something nothing could be done unless he got treatment himself.

Actually yes he had been harassing fellow students and the teachers themselves stated that they were scared of him and unable to leave him alone in the classroom.

I know, I read the articles, but if those people do not press charges the police can't do shit about it.
Just because teachers are scared of him does not mean the police will be involved. If the teachers were scared of him they should have gone to the administration and it would have went from there.
Like InnerRise said, they advised him to seek counseling and treatment, but unless he goes on his own accord he can not be forced to get treatment.
