As of the most recent Incredible Hulk, it's discovered by Cho that Hulk's mind works like his own (that he sees possibilities in mathematical form)..so that's why no innocents have been killed.
...but, isn't the whole focus of Gamma Corps how Hulk has affected the lives of many difference innocent people...through death?
Now Hulk has genius level intelligence and is a saint?

Manner of thought isn't analogous to intelligence. As for not killing anybody that just seems like weighing the odds the way you descibe it, the only people that don't do that are psychopaths.
