Cyclops almost went all out in Civil War and it was about to kill him even though Bishop had absorbed tons of energy. When he uses it in WWH he's got no problems at all.

1) Does he come out and say he's going to go all out with the attack?
2) Is there anything to say the feat in CivilWar is actually a good gauage of his power?

first of all. Cyclopes used a similar attack against thing befor eback in the day and thing walked right through it.
Now cyclopes is more powerful true then when thing did that. However Hulk is far more powerful then thing and this is the most powerful form of hulk ever so it not a surprize that he is able to over power scots attack.

All his attacks are similar to what he did in Civil War, because he shoots concussive beams from his eyes, that doesn't change at all.
Let's keep in mind that Pak completely ignores continuity and doesn't care about what happened in earlier comics.

You had been talking about how it was played down due to the lack of terrain damage. The visor focuses/directs the blast as long as he's wearing it.

Okay, there shouldn't have been more terrain damage. It was still the crappiest depiction of Cyclops going all out since the 80s.
