Charity is something you give willingly. Taxes are different. It should be run on taxes and not charity.
Not all of them CAN provide back, disabled people and mentally impaired are a prime example, it doesn't mean they deserve less of a quality of health care or a right to live.

The whole damn country knows that socialized medicine is a completely viable option. But that isn't going to happen as long as the insurance lobbies are controling the law and the government that implements them.
It's illegal not to have automobile insurance in the United States of America. It is not illegal not to have health insurance. It's illegal to buy or sell marijuana. It is not illegal to sell or manufacture Ambien.
