Got anything resembling an actual bio though? and that site says there were only 6 issues ... you need at least 10 for this.

I've seen a few bios on him. Some have him as just a telekinetic (or something similar). Others have him as a ruler of his own dimension....which seems like it may make him above the caps.

We'd really need to know more about him before any sort of ruling could be made.

He's over Iron-Man normaly, but within the constraints on matter manipulations, I think Iron-Man could defeat him.

It's not nuetering. Nuetering is when someone is capped below his normal powerlevel, in order to make him weak enough.

I.E. "Magneto can be in it, but He's not allowed to do anything that could beat Iron-Man".

In this case, it's just Power rules that limit him.

I.E. "Faster then light characters can only move at lightspeed."

Another example is "No bloodrips". It makes Magneto less useful, but if you have him it doesn't count a nuetering.

On another note (since I brought it up for Kandy's guy) does Speedfreek have 10 comic appearances to his name? ... I think he may only have 3 or 4 ... including the one where he does nothing and Nitro kills Stamford.

Thats not the way it's being used here though 😬

Nightshade was thrown out because limiting her constructs was considered neutering.

if they are limited BY the constraints placed on the tournament to ALLOW them into the tournament, it's neutering. 😬

Not really. He'd be above the caps if he could turn guys into pigs. But he can't.

meh, i've got the series and could easily enough post questionable scans if i look through it. the neutering rule is pretty much black and white though. if someone is over the caps and any power needs limiting in order to get into the event, then . . . he's no good. 🙁

Well I guess no matter manipulator can be in this, since almost all of them can do that.
