Actually I do like the one guy's assessment of what happened.
1. Silver Surfer has a humanoid body that is not dense or "hard" like Superman (Wolverine has stabbed Silver Surfer before).2. Silver Surfer was obviously holding back per his comments to Stardust about his "friend" Ben Grimm.
3. There are holds that cannot be broken using sheer force, ask any martial artist.
4. The hold was extremely short (probably no more than say 10-20 secs) and interrupted by Stardust's blast. In other words, SILVER SURFER COULD HAVE USED ANOTHER METHOD TO BREAK THE HOLD AFTER GETTING OVER THE SHOCK OF A REGULAR HUMAN LOCKING HIS ARM.
5. Silver Surfer was OBVIOUSLY HOLDING BACK.

besides norrin not being a white guy, there's about forty seven other things wrong with that reply; including grammar.
i think the best part of the issue was when t'challa's plan was to run away. we know it'll turn into some big, twisty-turny plot, but it's funny as a stand-alone instance.
