You effect mutants and tech that is a little bit more.
I also think if someone can negate mutant powers anyways it would be to general because Mutant powers cover such a wide area.

Not if it specifically targets the "X-Gene" inside a person's DNA ... which seems the only logical way of neutralising every variety of mutant power with only one attack.

It scanned DP and clearly said he was a bio-weapon. Not to mention it completely fried the other guy and said it was capable of doing the same to Cable. It removes stuff based on it being harmful to biological organisms or a weapon of war. Meaning, it can just eliminate most of the compeditors in this tournament based on their being weapons or having a penchant for violence.

Wolverine can say "Sabretooth, you're a weapon! I'ma nullify you wif my clawzorz!", does that mean Wolverine's claws nullify mutant powers? Yes...wait, I mean no. No it doesn't.
Zero can only shoot blasts and turn off tech based weapons/armor. The TO Virus is Tech, so that's within his power.
And where is Iron Man in those scans? You said he was in there right after Zero "nullified DP's healing factor" Did you.....lie......hmmmmmmm?
