Capitalism can only flourish if the majority are poor. Rich people are not rich because they mooch off of rich people.

Child Licence

Grades on intelligence, safe sex, your personal feelings ect

If you fail no licence for you , your found pregnant with a child and have no licence said child will be aborted. If it's too old to be aborted it will be given to the state and the birth parents will be barred from seeing their child ever again.

Solves the problem in a snap.

They should give the kid to someone who can take care of them.There are other ways of doing that instead of kiling a child.jm
