i think thor is at classic level+. as far as combat is concerned is pretty much at classic levels just with a few extra powers here and there for doing things like levitating asgard.
Classic Thor produced anti-gravitons once to reverse the gravitational effects of a person. It was, granted, a brief feat, not a continuous one like levitating Asgard. But in general I think people have sort of assumed that classic was much less powerful/diverse, when in fact current Thor has done very, very little that Classic couldn't replicate comfortably.

Not to mention the lack of time powers that OOOOOOOOLD Thor had D:

(so have they explained why did the Rulk beat Thor?)
No. And we'll probably have to wait the rest of the year to find out who Rulk is. Loeb likes this long mystery storylines that take a year, like The Long Halloween & Hush.
I'm not happy either, but the fact that Rulk is still an unknown entity is the only reason I'm not more ticked.
Though the Watcher apparently knows who is.

When Thor returned from the oblivion of Ragnarok, he had inherited much of the vast mystical power wielded by his deceased father, Odin. If the Skrulls were facing Thor at his best, they would need to bring some immensely powerful weapons to bear. Unfortunately for the people of Broxton and the Asgardians, Thor isn’t at full power. In recent issues of "Thor," the Thunder God expended much of the Odin Power in order to revive the Asgardians who were "sleeping" on earth, hidden in mortal bodies. "His batteries are a little worn down," Fraction said. "Thor’s very much a god and very much reconnected to his greatness and the power of Asgard. But at the beginning of this story he’s not at the top of his game and he’s crucially aware of it. Now when he needs to be at full capacity, he’s not. So it puts him at a real disadvantage."

Maybe the Rulk fight happened before he had his Thorsleep?
Probably not but you can take some mild comfort in that.

Sadly, after he woke everyone up he fell back to Earth and was dragged into his sleeping box. Whether or not the sleep recharges him or just negates the effects of bottoming out his thorforce reserves I don't know. Either way, he admits he doesn't have the same mastery of it Odin had.
Which is pretty odd considering that Thor was shown to be very skilled with it back in the day.
I wonder how Board-walker will explain this though, according to him Thor still has the runes! lmao!
