Could Libra still be some kind of abstract in humanoid form? A sort of universe contained in a person? Scratch that. Spectre wouldn't have been stopped from judging him, and that would not explain the depowering.
Two things jump out. 1. Maybe it is Darkseid, but indirectly. It may not be so much that Spectre was depowered, as the nature of his job has changed. The universe is now geared towards evil. Thus, Spectre now has to go after what the universe perceives as wrong, IE: good.
2. It could be a repeat of COIE. Spectre might have exceeded his authority or gone against a plan of the Presence. Which would mean it's not Libra so much as the Presence telling him to stop via indirect means.
But.................why couldn't he find his name? umm It may be that Darkseid really is that powerful and his prophet Libra is protected because of it.

You could be onto something with those points and it would fit in nicely with the previous indications of a crisis where the Spectre has been mislead or confused eg. Infinite Crisis where he suddenly decided all magical characters in the DCU were evil.
