Just spitballing here, but perhaps Darkseid (for whatever reason) can only take the power once. So he's waiting till Jimmy has the collective power of the New Gods, rather than just a bit of it.

And is the presence just going to let Darkseid be in control of this event?
The presence wants to be whole and create the 5th world.....but darkseid wants to be the one to create the 5th world......will they make countdown darkseids victory.....then the final crisis is where the presence makes its move.Basicly is the presence letting(using) darkseid?
Given that the presence claims to have manipulated IC, setting Darkseid up to create the new 5th world would not be beyond it.
..........Or maybe he wants to use Jimmy as a buffer to protect him from the fallout out of the 4th world dying, and ensure that he survives to the 5th world.
