Action movie stars at the bare minimum have to maintain excellent shape (Steven Seagal is a nobody these days for many reasons, his inability to do that is one of them), and in some cases have to indeed be competent actors, which takes time and practice.
They also in many cases do their own stunts, which can be hard on the body.
IT IS NOT THE SAME.
