Take a super flyweight and a professional powerlifter. Said powerlifter will outweigh the flyweight by no less than a hundred pounds, and can likely lift several hundred more pounds.
However, the super flyweight - with vastly superior technique, can punch with more force.
So, again, either Diana and Billy are equal in both skill and strength, or they have one in as much excess as they have a defecit in the other.
