Let us count the ways.
Example one: You meet a masonry. You give them a tract loaded with a mix of psuedohistory and down right lies. It's story is about how their son was forced to try and commit suicide by the devil because his parents are Masons. Yes... not trying to scare them there, are they?
Example two: You give a tract to a Buddhist. It is a story about a good man who helped many and was true to his faith. He dies, goes to judgement where Jesus is a cold, nasty person who orders him thrown into hell because of his faith. Yep, not trying to scare there either eh?
Example three: Evolution. Scary professor threatens student with jail because he doesn't believe in evolution. He yells a lot. But fortunately a person of faith is on hand to beat the evil of evolution - yeah, not trying to scare there, are we? Not trying to make monsters out of pro-evolutionists while portraying people of the faith as noble monster slayers are they?
Example four: Islam - we have badly drawn Muslims raging about death and blowing themselves up and getting to God only to go to hell. There are a lot of Muslim people who would be insulted to see a comic that makes out every Muslim dreams of blowing up innocent people. But still, you have fear there - yes or no?
The way they usually run is simple and formulaic - have a person of non-Christian faith meet a Christian. The Christian tells him to convert while he still has time. The Non-Christian says no, promptly dies, and is sent to hell. What is that? You are passing out comics that pretty much say "Are you Islamic/Buddhist/Mason/Hindu? The OMFG!!!! You are truly buggered unless you convert now! Your going to HELL!!!!! You'll burn!!!!!" That seems to me to be trying to scare a conversion into people.

Conversion should a choice to love God and accept the great sacrifice of his Son for you. Knowing that heaven is better than hell may add something to it, but should never the grounds for conversion.
Which is one of the reasons why Chick Tracts do far more damage to the Christian faith then good.
