No, he said she was the only one with the strength of the spirit to be able to do it. This is not pure strength, the surfer being there really doesnt add to much to the feat since storm>surfer in spirit doesnt mean storm>surfer in power. Its impressive, but for all we know the only requirement to be able to handle it was having a mystical nature (hence Strange and Storm). For all we know someone like Doom could have done the same thing had he been present, since Strange was the one who actually channeled the power.

He became one as opposed to holding the mind/spirit of one and even then it was for an instant. It's not unreasonable to assume that the wide variety of backgrounds from which Storm draws her power made her a much better host.
I agree with King Mungi, about them being the only 2 there.
However, that brings an intresting question to mind.
How many people in the 616 would have been suitable hosts?
A GREAT feat which helps put her mystical potential in a writable position fo the future, and also adds some credibility to the core feat.
Now if ONLY I could get those guys in the X office to do the same.

We know that Strange used his expertise to put Eternity's powers in her psyche. I'm not debaing that.
What I am saying is, since her spirit/psyche was able to withstand that type of power and awarness, could she access it outside of Strange?
She can handle it, but can she access it?
We know she can access the power of the center of at least one galaxy, and we now know she can handle an abstract being's power/awareness. Could she also access it independent of Strange?
Remember, her powers are psionic.
