He usually charges up when:

The person can't counter/react.
The person is letting him.
Some other form of PIS/plot.

Against someone as fast and mobile as PC Superman, him charging his chi will be his downfall.

And you mean the regular ki blasts that do nothing of value against anyone when shot rapidly at a target? You're kidding if PC Supes jobs to the attacks that can't beat anyone in the series.

energy blasts won't do a damn thing to Superman. Honestly, do you not get this? A ki blast/kamehameha wave is nothing but pure force; it's like Cyclops optic blast and Superman would just shrug it off.

Seriously, he's out of his league here with PC Superman.

pc superman's high feats were notorious for having just as shocking counterparts in low feats, this is no secret.
