She has NOTHING, there is not a single Low Herald she could even hold her own against, hell, she cannot even fight any Mid Metas.
Her healing powers are the only fairly impressive things about her, Tsubaki is weak and is casually deflected by... Pretty much anyone really.
Her shield is only guarding from one direction.
Yeah, you would have a hard time arguing her for Low Meta, considering that Spiderman has the speed feats and the strength to punch her head off before she could even put up the barrier.

Are you saying that having a herald level power isn't enough to earn placement, but instead, you need to be capable to beating the other people in that tier?
Go take a look at the tiers as currently constructed. There are more than a few people who have great power-sets but couldn't actually defeat the people in their tier.
Fact remains, bringing people back from the dead is a herald level ability. I never said one thing about her offensive abilities.

It's supposed to be placement based upon the characters abilities, offensive output, and defensive capabilities, not simply "popularity". The issue is that the placements are being determined unchecked. There needs to be more evidence presented that displays why the character stands where they do, and debates on the tier appointments. There needs to be some form of opposition for balance.
