Splitting an island from a peninsula is High Meta. And that is the single greatest feat of any Avatar in the series.
Avatar state Aang is not and never will be Low Herald. Maybe when the next series comes around the new Avatar, Korra, might actually pull a Herald feat like moving a continent or bending an entire ocean's worth of water. Until then it's easier to say that the Avatar is High Meta.

It's tricky and i think a little off base to say "no avatar is herald level". I know the following is bordering on venturing into Carver-ism, but if you do a little (reasonable) scaling and factor in that Aang has only had his powers for what, a year, maybe less than a year... it's perfectly reasonable to think he could easily bend an entire ocean. From what I am seeing, they have Frieza as elite Herald. I agree where they have Nappa at also, at low to mid Herald. If we are looking at things the way Illa have demonstrated with versatility vs power then I agree, Frieza should be elite high herald.
