what you want to do is change neo's powers so they apply universally, but i see many problems that will stem from that since it's too much of a stretch.
if it was a robotic character like say deathlok then you have a case to use neo's full powerset, but against most characters too much has to be altered.
Neo's powers in the Matrix are his ability to re-write a virtual reality. The powers he exhibits in that virtual reality, for purposes of Cross Genre matches, will have the same effects in the neutral KMC battlefields as if it were the Matrix.

I'm more playing devil's advocate than actually caring what Neo can and can't do...
One can extend the argument the other way and say that for example Ichigo Kurosaki is actually just a normal human (who can see spirits) unless he leaves his body.
Neo should definitely have access to his abilities otherwise he would be pointless here. Whether or not those abilities would work on particular characters or not would be interesting though - there are far better matter and reality manipulators than he.

the asgardian destroyer's main flaw is that the host body is vulberable while the spirit animates the suit, and the souless corpse has been attacked before which renders the suit inert. like the destryoer suit, does the same happen for neo while plugged into the matrix, or is that fat trimmed off also?

There's an enormous difference, however. When Neo is jacled in to the Matrix nothing within the Matrix has access to his physical body. Essentially, the Neo we see in the Matrix is an M Body, like what Abstracts use to physically interact with Marvel reality. We're not discussing his physical self, we're discussing his Matrix Manifestation Body. It's entirely pointless to discus his non-Matrix self.
