Middle or high herald would be decent placement for Kain, "full evolved" Kain is the being we can only speculate on in terms of powerse, but I'm sure that he's not skyfather-level.

For example, Dante at his best is pretty uber, but lack of matter manipulation powers don't allow to place him higher than middle herald.

maybe high herald, but he can do a large amount of things a lot of skyfathers cannot do, for example infnite energy manipulation, also his potential to evolve constantly allows him a point towards skyfather level and invulerability

altho as far as i know kain cannot matter manipulate, although he can transfigure matter and has power over many forms like dimenstioning, theres just certain powers he has that gives him points over the skyfathers we currently have at the tier
