No, he doesn't. In Identity Crisis he made Wally run in to his sword. There was no speed feat there. So yes, you're misrepresenting.
Her showings against Zoom for one, and the fact that one of her main villains is a speedster. Plus all her tons of speedfeats against Superman, Flash, J'onn etc.

Mabye the reason DBZ moons are so weak is because they are really really small.Thus you can put it a lot closer and the blast will make it there much faster.I think that solved all the moon problems.Its a small,weak and close moon.

Its not that the kamehameha wave is slow... they slow it down so that we can see what is going on. Example... cell shot a kamehameha blast at goku that made it out of orbit pretty fast but they slowed it down so that we can see goku making the blast follow him and goku using the instant transmission to get out of the blast. Usually everything is slowed down in dbz so that we can see it. Hercule and his peeps didn't see goku and cell fighting but they slowed it down so that we can see it.
