What DBZ characters say about their powers and capabilities is irrelevant IMHO. Unless they have on-panel/screen evidence to back up their claims. Case in point Vegeta believed until the very end that he was a Super Saiya-Jin when he fought Frieza. He was wrong and paid with his life for his mistake.

Uh, The Kamehameha clash was rocking the enite planet (it was crumbling) Namek (LIGHTYEARS away) felt the power and were pissing in their pants screaming the end is near.
That is Soalr Sytem busting power.

The Nameks feeling Cell isn't impressive.
Besides - A Kamehameha COULDN'T destroy a solar system. Literally. Couldn't. Unless, I suppose, all the planets were lined up in PERFECT alignment. If it hit the Earth, the Earth could explode, but that'd hardly destroy the Solar System...past that? It's a beam - it'd keep travelling.

It is in the Anime where the Nameks can feel the power. Not too mention that the planet was crumbling nd Gohan was scared of destroying earth.

Especially considering the voitile nature of Chi in DBZ. You fire a blast at someone that's really strong, the defender slaps it away and then boom, it explodes into a mushroom cloud.
The energy caused rocks to rise, and was gradual destroying the area. But, it wasn't planet busting in the sense that it would have totaled the planet with on it's own. In order to destroy the planet, they need to concentrates their ki into a point and drill their Ki into the planets core. Buu is the only exception to this rule, and the as for swatting Ki shots with their hands. That's only because they charge said limbs with Ki, though it isn't neccesarily visible.
