Like I said, the energy has to be focused into a point in order for it to destroy a planet. If the energy is allowed to spread out, the most damage it can do would be something relative to a nuke.
Which is basically the only way a beam can be a solar system buster is if its the size of a solar system... Or if it swept around to hit everything. Neither case happened. But yes you're right.

The energy caused rocks to rise, and was gradual destroying the area. But, it wasn't planet busting in the sense that it would have totaled the planet with on it's own. In order to destroy the planet, they need to concentrates their ki into a point and drill their Ki into the planets core.
It's not really that big a deal though, Vertigo did that in the comics.
