I was more responding to wolverine8888 saying Slade just doesn't have what it takes to win.
If he doesn't, then who the hell does?
We're talking about a guy who moves as fast as he thinks, which is faster than most people can think due to his superhuman brain.
So, instead of moving at the speed of a normal human's thought, he reacts to the speed of his SUPERHUMAN thought. Which is 10x normal/near peak human.
Basically, he reacts 10x faster than normal human thought, making him able to , as Slade's writer said "Hang with Flash for the first few steps."

Wolverine never beat Slade. They've never even met except in a non-canon source. Meaning they never met.
