Lucifer is more powerful. He is older and smarter then her. She does have the power but Lucifer has will power and is a lot smarter then her. Michael is also more powerful he had those powers longer and would know how to use them better. He is Lucifers twin and they was made by God to be equals.

Well in Michaels real form he is more powerful then her having his powers. He's had them since he was created and he was created to take over for his Father. Elaine is used by God because the twins wouldn't take there place. Elaine as ruler I would agree is more powerful. She is still being used by God.

The "External Forces" are the DC writers...just like the TOAA are the writers in Marvel....so, Yahweh=Thanos/w HOTI
thanos with the HOTU destroyed the 616 reality and all other universes connected to it. he didnt destroy anything OUTSIDE it, not the void, not the beyond realm. it was ONE multiverse at max{warlock survived}. and the HOTU remade the multiverse.
elaine on the other hand single handedly created her multiverse{without micheal or lucifer i think} accidentally without burning out her power at all. her peers in power, micheal and lucifer have each created more than one/stood at ground zero of multiverse shattering explosions{like THOTU did ONCE and it was the extenet of its power} without suffering a scratch and can easily exist in the void etc.
neither thanos nor THOTU is in the same league as them. elaine will write the HOTU out of existance with a thought if she wished.
