616 was HoM until Wanda reset time and warped the (multi-)universe. After that, 616 had next to no mutants. But prior to that, it was 616. Which explains why Layla Cheney had to show them the ALTERNATE/DIVERGENT FUTURE that was supposed to be 616.

Jean amputated the future of 616, cleaned it up, and that future timeline became Earth 15104. Then she went back in time and forced Scott to change his mind, which created a NEW future in place of the amputated one, and that is the current 616 future. That's just about as simple as I can make it.
