It's nowhere near as broken or powerful as Parry without a doubt.
Focus Attacks, can stop opposing attacks, and lead to some powerful setups, at least so far, I've seen things like Zangief Focus Attack into SPD. However, I've also seen Focus Attacks, being baited, only to lead to nothing, and getting you owned for it.
It comes a stock of meter so it's uses are very limited, much like AC's in that they consume a meter.
However, don't fret, the Focus Attacks shown in that video where just simply a demonstration of what could potentially come out of it. Although I myself am not a huge fan of it, so far at least it doesn't look to be a huge part into dictating the way that we will be playing SF:IV.
The anime trailer of Ryu vs Gouki, was excellent, the Ryu Theme Song if full blooded Orchestration was simply INCREDIBLE. I want that as an mp3 format now, lolz.
Also, don't know about you guys, but theirs been a post of a SF:IV Anime Trailer 2 out already, showing Chunli Post-SFII, even has glimpse of Cammy...so she could potentially be in SF:IV, who knows, hahahahaha.
It looks like SFII may have actually been won by Chunli instead of Guile, oh, plus their's an anime scene of Chunli vs Ken in it too, lolz, Chunli FTW!
Lol, wow, this Gouki is definitely the toned down version, and he really does look like a very playable version at that. I wonder if they'll have Gouki utilizing his full potential as well?
If he's the secret boss, he looks quite weak in that game, or else either that, it's still on a low setting. He didn't look too difficult.

Honestly, er character I wanted in this game is in this game now.
Except Strider, stupid Capcom.
The CPU totally sucks wit Akuma. His Shakanetsu Hadouken looks to have high priority and does an unusual amont of damage for a projectile. And did he just throw 2 Hadoukens in the air wit out bein "Shin"?

Gouki has been balanced for awhile, the only version that he was ever stupid overpowered was in SSF2T.
Otherwise all of his other Gouki versions are playable on the high competitive lvl...let me give you the list...
Alpha 1 - He was one of the best characters in this game, either Ken was above him, or equal to Gouki in Alpha 1, however Guy was arguably the best character in this game, since back in the A1 days, Wats was destroying everyone with Guy.
Alpha 2 - Gouki was not even in the top 5, nor even the best shoto, in actuality, Gouki was the weakest Shoto in this game. Ken was arguably #1 or #2, with Ryu being either #4 or #5, while Gouki was #7 or #8 or was it slightly lower...I can't remember.
Alpha 3 - Gouki with V-Ism is one of the best characters in the game hands down, definitely Top-Tier sharing that spot with characters like Dhalsim.
2ndImpact - #2 in the game without question, his DiveKick was way too good in 2I, and he had a better stun gauge, slightly better stamina then his 3S version, but with all of his rushdown potential, making him a complete monster, SAIII linkable was too good as well, however this version of Gouki didn't need SA to be good anyhow.
3S - I believe he's #6 in the Tier Listing, definitely toned down from his 2I version, great rushdown, and horrible stamina and stun gauge.
VS Series - XvsSF Gouki was actually good, but he wasn't the best either, he was somewhere in the middle, Storm owned XvsSF. In MvC1 Ryu turned Gouki was only okay, Strider/IM/WM/Wolvie etc, etc owned that game, then in MvC2 Gouki is just plain garbage, infact all shoto's are pretty much garbage, Ken is the only one with some ups because his AAA is Invincible and his glitch hurricane kick. Then you have CvsS2, in which Gouki is strong, but not overpowered, (Any Groove) Blanka, A-Dictator, A-Sak, C-Sagat etc, etc are much stronger.
Yeah, so if you look at it, Gouki overall has been toned down to be playable, obviously I didn't put "Shin" Gouki, or Gouki utilizing full strength, because that version is obviously made to be broken.
However, he's been playable, and in SF:IV yeah, the cpu is quite dumb, yet I guarantee once someone like Choi Boy gets a hold of Gouki and plays around with him for awhile, you'll start to see Gouki's true rushdown game in SF:IV.
This game is starting to look really good, all I can say is this, the screen shots are not doing this game justice, because when you actually see this game run on the screen, your mouth will simply drop. It looks incredibly beautiful.
