It doesn't in mine. Not as many times as people have argued that Wonder Woman doesn't have speed blitz feats becuz she doesn't superpunch even tho she's done other things at that level of Speed. And Nova saw Surfer and Thought surfer was an energy blast becuz of how he looked and how fast he was moving. before he got grabbed. I bought that issue becuz of surfer. So um yeah.

By the same token, Wonder Woman lacks any DC style blitzing feats and because of that I contend that it's out of character for her to do it, but she's definitely got that TYPE of speed and can therefore defend against a blitz from someone else.

If I were gonna write them fighting, Surfer would win, barely, to keep true (more/less) to what each can do and to make a classic battle that would put any Thor vs Supes or Hulk vs Supes confrontation to shame (well, ideally, anyway).
This is exactly how it would go down in a comic:
Some multiversal event brings the two heroes together, and in a mix-up of cosmic proportions, each of our valiant heroes believes the other to be the one in the wrong.
Surfer: I do not know you, but I can sense the great power you behold. You must stand down immediately. I do not wish to harm you.
Superman: That's unfortunate, because the very fabric of the universe is coming apart and you are in my way of doing what must be done.
Before Surfer could respond, in a red and blue blur, Superman has sped away to another planetary system. The Surfer sighs deeply, saddened that his warning went unheeded and aware of what his next step would have to be.
Meanwhile, Superman is zipping at close to lightspeed, trying to locate Earth, and suddenly he is stopped midflight! Silver arms hold him in a vise-like grip, showing strength Superman has rarely ever encountered short of Darkseid or Doomsday. But this was no ordinary time, the fate of the world was on the line.
Angry that time was running out, Superman flexes his own might and breaks free, in the process sending the Surfer hurling away...in surprise of Superman's power.
Superman: I don't have time for this!
Surfer: Then you leave me no choi...

With that said, Superman's eyes turn molten red, and a wide beam blasts out against the Surfer's entire being. The Surfer is once again surprised by the power of this being he is facing. The Surfer has traveled through stars and supernovas, and the heat of this being's eyebeam is hotter still! Luckily, his power cosmic enhanced body renders the beam relatively harmless.
Surfer now unleashes his own offense...sending a blast of cosmic energy outward from his hands straight into the chest of Superman...sending him flying into a large asteroid.
