Surfer wins a definitive majority in a typical forum match with weakness exploitation as an option. Better ranged game, way more offensive options, way better defensive options, and closer to Clark in the couple areas in which Supes has an edge than vice versa.
So yeah, a raptor ate my BZ. But "best in character" only suits surfer if you mash several showings of him together.
In Superman's case, he only has to do what he always does. And in a forum fight to the best abilities, Surfer just doesn't has enough power to put Superman down. He has just too beastly durability showings.
Just for an example, Superman survives a blast which destroys an entire reality and blows a hole into time space continuum collapsing entire realities.
