Last I checked, he still gets weak when hit with red sun energy. Just happened last month, actually.

In iceman's case either cause a cellular decay since the cell's couldn't relase any of their wastes into the blood stream, or cause him to dehydrate by preventing water from entering.

In this case he obviously naturally leaks the solar energy out or else even denied the sunlight or saturated with red light would have no effect as he'd retain the solar energy not matter what.

Since these things can depower him (lack of yellow sunlight for a prolonged time, or exposure to a red sun) then its not unnatural to think that his shield couldn't protect him from surfers draining attack.

Yes, red sunlight could hurt him, no doubt.

But Supes could dodge and attack. He's not gonna be standing still all the time.

Superman isn't going to dodge Surfer forever. Surfer is a matter manipulator. He can turn every building, every tree, every object on the entire planet into millions of red sun generators if he wants to. He can radiate it so Superman can't get near him. THEN he'll fly around shooting it at Superman.
